The e-Government Imperative
THE E-GOVERNMENT IMPERATIVE,The rise of the information society has led to major changes in citizen expectations and organisational structures, cultures and working processes. Governments will have to follow suite and adopt information society tools and working practices if they are to remain responsive to citizen needs. The OECD defines “e-government” as “the use of information and communication technologies, and particularly the Internet, as a tool to achieve better government”. The impact of e-government at the broadest level is simply better government by enabling better policy outcomes, higher quality services, greater engagement with citizens and by improving other key outputs identified. Governments and public administrations will, and should, continue to be judged against these established criteria for success.

The Linux TCP-IP Stack Networking for Embedded Systems
Thomas F. Herbert,The Linux operating system was originally conceived and written by Linux Torvalds with the assistance of many people all over the world. It was intended to be an open source replacement for Unix and is compatible with Unix in almost every respect. The TCP/IP stack is implemented as part of the Linux kernel. It is also compatible with all the applicable Posix standards. Almost all programs written for Unix readily port to Linux without modification. Like the rest of the operating system, the TCP/IP stack was specifically designed for compatibility. In addition, it is completely interoperable with other TCP/IP implementations. It provides a socket interface that is compatible with Berkeley sockets. The code in Linux TCP/IP is very stable, and this is demonstrated by how few changes there are to the TCP/IP code in recent revisions.

Animasophy: Theoretical Writings on the Animated Film
Ulo Pikkov,As a film-maker, teacher, member of numerous festival juries, or merely a lover of animation, I have repeatedly caught myself wondering if a per-fect concept of the animated film exists at all, one that could be applied as a model or an example in making and evaluating animated films. I am fully aware that this is a slightly naive pursuit, but hopefully this book will take a small step towards creating a recipe for the perfect animated film and will assist other lovers, researchers and makers of animation in the search for their perfect recipes.

Artificial Intelligence in Education
Ulrich Hoppe, Felisa Verdejo, Judy Kay,In this paper I highlight a few important aspects of the roles that external representations can play in the meaning-making activities of two or more participants, and how the particular representation used may influence these activities. I will draw upon my own research for examples. One line of inquiry showed how the properties of representations used to support evidence-based inquiry can affect both discourse activities and student work. A second line of inquiry showed that the distinction between communication tools and other representations is blurred online, with the actual discourse between participants being accomplished by actions in all of the mutable representations. This research is unified by the concept of representational guidance: the constraints, visual properties, and conventions of use associated with representations can be used to guide learning activities.

Tajribalarda tolaning separatordan oldin va keyin namunalar tanlab olinib jinlashdan o'tkazilib, HVI ko'rsatgichlari kalta tolalar indeksi, iflos aralashmalar miqdori, uzunlik bo'yicha bir xillik indeksi aniqlangan. Aerodinamik qarshilikni aniqlashda turli xil foydali yuzali setkalarni o'rnatib, turli nuqtalarda havo tezliklari o'lchangan va aerodinamik qarshilik koeffitsentining turli qiymatlarida havo hamda paxtaning o'lchamsiz tezliklari aniqlangan. Chigit shikastlanishini olingan namunalar laboratoriya sharoitida aniqlangan va yangi takomillashtirilgan separator uskunasi yaratilgan.

With the availability of more and more sophisticated computers with multimedia capabilities, the potentialities to use multimedia have also grown tremendously. In the case of Open and Distance Education, which depends on self-learning materials, the use of multimedia enriches the teaching learning experiences by providing a multi-sensory perspective. While it has been acknowledged that multimedia can be useful in the teaching-learning scenario of both face-to-face and distance learning settings, educators tend to believe that development of multimedia requires knowledge of high-end programming. This is true only partially. Today, with the availability of software like Flash, Director, 3D Studio Max, etc, we can develop multimedia lessons with a little practice of the software. Therefore, you see many highly skilled multimedia designers in the market. But knowledge of the software alone is not enough to prepare a good educational multimedia. In order to be useful to the learner, a multimedia programme design needs to have a sound pedagogical base. This handbook intends to help teachers in understanding the basic concepts of multimedia and various issues involved in the development of educational multimedia.

The main audience I had in mind is undergraduate students who had not had extensive programming experience with the C++ language. As such, this book is a suitable C++ text or reference for a wide range of users. The introductory chapters are written at a level that is accessible to beginners, while the boxed sections of those chapters serve to introduce more experienced programmers to basic C++ syntax. Later chapters are also understandable to beginners, but are written at a level suitable for students who have progressed to these more advanced topics.
