Trade, Inflation, and the Dollar
This book would not have been written if Walter Sauer, who served as an official of the Export-Import Bank almost continuously from 1935 until his death in 1980, had not urged me to write it and reviewed each chapter. Walter made government his life work. He was the greatest pub lic servant I have known. The Bank was his life and he inspired all who knew him. He was most patient with my innate distrust in a democracy of solutions imposed by government.
