In the first edition of this book, which appeared in 1975, I set out to present a clear, concise, and current analysis of: the broad environment in which state and local governments function, the nature of political activity at these levels, and what state and local governments have done or have failed to do in important areas of public policy. These have continued to be my objectives through five revised editions.
